An investigation into the higher-than-expected cost estimates for the proposed expansion of the South Texas Project (STP) nuclear power plant has concluded that there was no malicious intent involved when employees with CPS Energy failed to communicate information in a timely fashion to the CPS Board and the San Antonio City Council.
